Pemetaan Kerawanan dan Strategi Pengawasan Berkelanjutan untuk Menekan Pemungutan Suara Ulang (PSU) (Studi Kasus Pemilu 2024 di Kabupaten Indramayu)

This study aims to analyse the causative factors of Vote Recounts (PSU) in the 2024 General Election in Indramayu Regency and formulate a sustainable supervision strategy roadmap as a preventive measure. The method used is qualitative with a case study approach, where data was collected through observation, in-depth interviews, and document analysis related to the implementation of vote counting and the determination of PSU in three polling stations (TPS). The research findings reveal that the root causes of PSU are multidimensional, resulting from the intersection of regulatory, human resource, and contextual factors. The primary factor is the deficiency in understanding and inconsistency in interpretation of technical regulations, particularly regarding voter classification in Article 24 of the General Election Commission Regulation (PKPU) Number 25 of 2023, by voters, KPPS officers, and witnesses. This disparity in perception leads to procedural violations such as voting by migrant voters without Form A5 which legitimizes result annulments. Dysfunctional socialization and the pressure from electoral dynamics with numerous participants exacerbate the situation. Based on these findings, this study recommends a paradigm shift in supervision from reactive to proactive-predictive through the implementation of a sustainable supervision roadmap. This roadmap is proposed based on an integrated cycle comprising: (1) vulnerability mapping using initial data (such as voter lists) to predict vulnerable points in the logistics and vote-counting stages; (2) development of measurable supervision indicators; and (3) formulation of adaptive operational strategies, including intensive digital space monitoring. The implementation of this roadmap is expected to function as an early warning system to prevent the recurrence of PSU in future elections.
