Elections (elections) is a matter that must be guarded in the public sphere. Elections even in their implementation have been transformed into lucrative business commodities. That is why, an honest and fair election process is the key to the success of democracy. As a form of popular sovereignty, the electoral system that is designed including its organizers must reflect an
attitude of integrity and be free from cheating practices. The emergence of various acts of fraud and violations that occurred massive, illustrates the ineffectiveness of election law enforcement at every democratic party. One violation of public concern is the practice of campaign corruption committed by state administrators. By law, the rules governing the prohibition of state
administrators from participating in campaigns have been accommodated, but the rules still have a black gap so that the practice of campaign corruption by state administrators is still mushrooming. That is why, it is interesting to study based on the harmonization of rules by reviewing practices and finding ideal designs in order to prevent and take action against these violations through the rearrangement of regulations to prevent campaign practices in general elections by state administrators.
