Sinergitas Peranan Penyelenggara Pemilu, Pemerintah dan Masyarakat dalam Mewujudkan Perlindungan Hak Memilih melalui Pendaftaran Pemilih

Abstrak

Hak memilih merupakan hak fundamental (fundamental rights) dan hak konstitusional (constitutional rights) yang harus dilindungi oleh negara. Setiap Warga Negara Indonesia yang sudah genap berumur 17 (tujuh belas) tahun atau lebih, sudah kawin, atau pernah kawin dan memenuhi syarat untuk memilih diberikan hak untuk memilih dan setiap pemilih harus terdaftar dalam daftar pemilih. Penelitian ini bertujuan untuk mengetahui sinergitas peranan penyelenggara Pemilu, Pemerintah dan Masyarakat dalam mewujudkan perlindungan hak memilih warga negara dalam Pemilu. Metode Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan studi dokumen. Berdasarkan hasil penelitian, daftar pemilih yang akurat, mutakhir dan komprehensif belum terwujud karena tidak adanya sinkronisasi kebijakan dan masih rendahnya kesadaran dan partisipasi masyarakat dalam penyusunan daftar pemilih.

Abstract.The right to vote is a fundamental right and a constitutional right that must be protected by the state. Every Indonesian citizen who has reached the age of 17 (seventeen) years or more, is married, or has ever been married and meets the requirements to vote is given the right to vote and every voter must be registered in the voter list. This study aims to determine the synergy of the roles of election organizers, government and society in realizing the protection of citizens' right to vote in elections. The research method uses a qualitative approach with data collection techniques through observation, interviews and document studies. Based on the results of the research, an accurate, up-to-date and comprehensive voter list has not been realized due to the absence of policy synchronization and the low awareness and participation of the public in the preparation of the voter list.
