The review considers articles from journals accredited within the Sinta 1-3 range, focusing on the theme of combating election-related hoaxes, and includes publications from 2019 to September 2022. The study reveals nine pivotal strategies to tackle social media hoaxes during election years, namely: (1) Promoting media literacy and social media ethics. (2) Targeting all societal groups. (3) Implementing preventive actions ubiquitously—at home, in places of worship, workplaces, social gatherings, educational institutions. (4) Engaging in activities fostering critical thinking, such as seminars, discussions, socialization events, community service, collaboration with anti-hoax communities, and other pertinent initiatives. (5) Developing and enhancing courses or materials in schools, universities, and other educational institutions related to media literacy and social media ethics. (6) Proposing development initiatives involving various stakeholders: First, educational and related institutions can design activities encompassing media literacy and social media ethics. Second, parents should be educated to instill media literacy in their children from an early age. (7) Instituting consistent and long-term policies. (8) Implementing regulations and criminal laws that prohibit hoaxes, with penalties for those who violate these rules. Conducted using qualitative research methodology, this study focuses on the collection and analysis of secondary data to generate accurate and relevant information about the involved stakeholders. The mapping results reveal the distinct and crucial roles played by different entities in the election process. The central and regional governments serve as 'contest setters', establishing the context and rules for the elections. Then, there are the General Election Commission (KPU), Election Supervisory Agency (Bawaslu), Non-Governmental Organizations (NGOs), media, and political parties, all acting as 'Players'. Furthermore, the officially nominated candidates and running mates are the main subjects of the election, designated as 'Subjects', while the general voting population is categorized as the 'Crowd'. These issues primarily revolve around crucial questions about the division of authority between Bawaslu and KPU and have become a critical consideration in the petition submitted to the Constitutional Court (MK). The frequency of these questions highlights the existence of vital issues in the division of authority between Bawaslu and KPU. Given its position, the MK cannot avoid considering how the powers of Bawaslu and KPU are executed related to problems arising in the Pilkada process. This paper, employing normative legal research method and literature-based, analytically examines and reviews the authority position of KPU and Bawaslu as Pilkada organizers. Moreover, it observes the stance and response of the MK in resolving issues regarding the follow-up on recommendations proposed by Bawaslu. The study finds that the authority of KPU and Bawaslu in resolving administrative violations in Pilkada is proportional and mutually supervisory. Decisions issued by the KPU are based on Bawaslu's recommendations, and conversely, Bawaslu's recommendations act as a form of control over KPU before decisions are made. The focus of the research is on the misuse of the role of Civil Servants (ASN) in electoral misconduct during the 2020 Regional Head Elections (Pilkada) in Indonesia. This phenomenon encompasses the politicization of bureaucracy through the misuse of the ASN's role by the candidates for regional head. Findings indicate that the practice of Electoral Misconduct results in the misuse of the ASN’s role, which affects the integrity and objectivity of the ASN, leading to violations of the bureaucratic apparatus code of ethics. Despite the existence of established sanctions, both light and severe, ASNs are still involved in practical political practices. This involvement occurs due to temptations like bonds of brotherhood and promises of a better career. Although Government Regulation (PP) Number 94 of 2021 has been issued to maintain the neutrality of ASN, there is still potential involvement in unethical practices. The study also found that this behavior reflects the misuse of the ASN’s role and degradation of morality and ethics within the bureaucracy. The close relationship between politicians and bureaucrats becomes a central challenge, often determining the success or failure of governance. This idea emerged in response to the need for a more accountable, transparent, and violation-free election process that preserves its integrity and democratic credibility. The research conducted is a normative study that employs a legislative and conceptual approach. This study is grounded in theories of authority, concept formation, and the reality theory posited by Pierre Bourdieu. Through these theoretical lenses, the research delves deeply into the discourse on the establishment of the election law enforcement clinic. The findings indicate several crucial points. First, the authority to establish an election law enforcement clinic in Law Number 7 of 2017 is not explicitly stated. However, its regulation, which is implicit in nature, is facultative. This means that such a regulation is not binding or mandatory for implementation. Secondly, the design for the election law enforcement clinic can be developed using specific methods. Characteristics of this design include an ad hoc institutional structure, an independent position outside of Bawaslu, personnel comprising of election overseers and academics, and the utilization of a cooperation agreement as a legal instrument.
